   In accordance with Chapter 551 of the Texas Government Code, this agenda has been posted on the official bulletin board at Weatherford City Hall and posted on the City website at http://www.weatherfordtx.gov within the required time frame. The Agenda Packet has also been posted on the City of Weatherford website at www.weatherfordtx.gov/agendas. All meetings of the Weatherford City Council, Municipal Utility Board, and other boards/commissions/committees of the City of Weatherford are open to the public. Public participation and written comments are invited on all open session business items.
   The Mayor/Chair requests that all electronic devices be silenced and phone conversations taken outside the Council Chambers. Weatherford City Hall is wheelchair accessible and special parking is available on the south side of the building. If special accommodations are required, please contact the City Secretary at 817-598-4202 a minimum of 24 hours in advance.
   The City Council, Municipal Utility Board, and other boards/commissions/committees of the City of Weatherford, as allowed, reserve the right to enter into Executive Session at any time during the course of this meeting to seek legal advice from the City Attorney on any posted agenda item as authorized by Texas Government Code, Section 551.071. Unless a Work Session Agenda, or otherwise indicated, action may be taken on any of the following agenda items.

Consider approval of the minutes of the Planning and Zoning Commission meeting held November 13, 2024.

Consider a request for preliminary plat approval for Morningside, being 70 residential lots and 8 open space lots on approximately 25.669 acres of land, generally located at 1511 Old Dicey Road, City of Weatherford, Parker County, Texas. SBDP-24-0007.

Suggested Action:

Staff recommends approval of the preliminary plat subject to all requirements of the Subdivision Ordinance and specifically the following conditions: 

 

 

1. Public improvements as shown are not approved and will be reviewed with the civil plans.

 

 

2. Include the existing zoning on and surrounding the tract. (Reference Sec. 11-4-5, Title XI Subdivision Regulations).

 

 

3. Lots 9X, 10, and 11 of Block B; Lots 6 and 5 of Block A; and Lot 3 of Block C have dimension errors that should be corrected. 

 

 

4. A timeline when improvements as shown for the proposed subdivision shall be included the face of the plat document. This statement shall be of sufficient detail to permit determination of whether such improvements will comply with these Subdivision Regulations, and other applicable statutes, ordinances, and regulations.(11-4-6(d))

 

 

5. Provide 10' Utility Easement along Old Dicey Road. Provide 10' Utility Easement along all road frontage.

 

 

6. Proposed medians as shown are conceptual and subject to review and approval through the Site Development process. Final layout may vary from this proposal.

 

 

7. Right-of-Way dedication width shall be shown.

 

 

8. Include the existing right-of-way width of Old Dicey Road with dimensions.

Hold a PUBLIC HEARING and consider a request for a zoning map amendment from (AG) Agricultural to (SF 7.5) Single Family 7.5 with a (P) Planned Unit Development Overlay on a 145.07-acre tract generally located at the Northeast corner of Causbie Rd and Old Airport Rd, City of Weatherford, Parker County, Texas. ZCH-24-0012.

Suggested Action:

Staff recommends approval of the zoning amendment, subject to compliance with the base zoning district requirements, including adherence to front entrance standards, setback requirements, and driveway widths and depths. This will not include the requested adjustment to the lot width.

Consider a request for preliminary plat approval for Burgess Bend, being 361 residential lots on approximately 145.07 acres, generally located Northeast of the intersection of Causbie Rd and Old Airport Rd, said tract being situated in the V.A. Holmes Survey, Abstract No. 658 and J. Rucker Survey, Abstract No. 1144, City of Weatherford, Parker County, Texas. SBDP-24-0008.

Suggested Action:

Staff recommends approval subject to all requirements of the subdivision ordinance and specifically the following conditions. If the zoning amendment is recommended for disapproval, staff recommends disapproval of the preliminary plat. 

 

1. The title block shall contain the Lot and Block listing and if, applicable, phase number(s). (Reference Subdivision Regulations Section 11-4-3 (d)(a)(c)).

 

 

2. Provide the street names. (Reference Subdivision Regulations Section 11-4-4 (b)). This portion of ROW is incorrectly shown. To avoid having a reserve strip, the layout should be adjust (including the lots and the ROW) to avoid having an offset 60' to 70' ROW designation. This comment applies to various sheets in this submittal where this portion of ROW is shown.*Previous layout included a 10' reserve strip in this area to be removed.

 

 

3. Section 11-6-4Where development or construction will require easements and/or right-of-way dedications outside the subdivision plat boundaries, no approval of construction plans for developments will be granted until verification of the recording of all easements and right-of-way dedications has been received.

 

 

4. Proposed subdivision layout is not required on the existing conditions sheet. (Reference Subdivision Regulations Section (11-4-5)).

 

 

5. 11-6-3(d) Streets At least 50 percent of the total centerline length of all streets within a residential subdivision shall be curvilinear in design, unless otherwise approved by the City Engineer and Planning Director. Provide calculation or other memo noting the proposed layout meets the 50 percent requirement.

 

 

6. Area noted for ROW Dedication/width appears to be inconsistently labeled along Old Airport Road.

 

 

7. Appears to be missing sidewalks in this area on Street 'E' Is there a reason? Is there a reason Sidewalks in this area are to be constructed by the Homeowner? This appears to be inconsistent with the remainder of the plan.

 

 

8. 11-4-6(d) A timeline when improvements as shown for the proposed subdivision shall be included the face of the plat document. This statement shall be of sufficient detail to permit determination of whether such improvements will comply with these Subdivision Regulations, and other applicable statutes, ordinances, and regulations.

Hold a PUBLIC HEARING and consider a request for a zoning map amendment from (AG) Agriculture to (I) Industrial with a conditional use permit for an Auto Wrecker Service use on a 5.572-acre tract of land, generally located at 1388 Ric Williamson Memorial Highway, City of Weatherford, Parker County, Texas. ZCH-24-0010 & CUP-24-0007.

Suggested Action:

Staff recommends approval of the zoning amendment and conditional use permit, subject to the following conditions: 

 

1.Temporary signs, banners, and other advertisement shall not be allowed or permitted on the property.
